Council: Council for Social Witness – Older People Services

Salary Scale: To be agreed

Hours of Work: 39½ per week worked flexibly, including evening and weekend working.

Responsible to: Assistant Residential and Supported Services Manager

Main function of job:

To be responsible, through management and staff leadership, for promoting and ensuring the highest standards of care, in compliance with statutory requirements, to meet the physical, social, emotional and spiritual needs of the residents within the Christian ethos of PCI.

To ensure the Home is run efficiently and effectively whilst safeguarding service users.

BACKGROUND INFORMATION

The Council for Social Witness is part of the work and witness of the Presbyterian Church in Ireland and its aim is to provide care for people in a specifically Christian ethos and environment, placing great emphasis on offering spiritual support and encouragement to residents, as well as physical care.

Harold McCauley House is one of 6 homes for older people run by the Council for Social Witness (Older People Services) and is situated at Camowen Terrace, Omagh. The Home accommodates 32 residents who have a variety of physical, social, emotional and spiritual needs and varying levels of dependency.

The Home operates a no smoking policy.

MAIN RESPONSIBILITIES AND DUTIES

CARE OF RESIDENTS

  • To be responsible for the daily care and well-being of the residents.
  • To be responsible for the regular assessment and monitoring of residents’ progress in conjunction with appropriate professional staff.
  • To be responsible for the formulation and review of residents’ care plans and for providing feedback to residents, relatives and allied professionals.
  • To be responsible for the maintenance of accurate, up-to-date records of residents’ care and their safe and confidential storage.
  • To be responsible for ensuring that in-House programmes and activities are delivered to meet the physical, social, emotional and spiritual needs of the residents and to ensure a range of activities/events are provided to stimulate residents, encouraging their independence and in particular to develop links with local community and to ensure resident involvement in community life / activities.
  • To ensure the safe storage, distribution and supervision of residents’ medication and medical records.
  • To organise regular residents meetings.
  • To meet the needs of residents receiving Palliative Care
  • To interview and assess prospective residents both permanent and for respite care.

STAFF/VOLUNTEER MANAGEMENT

  • To be responsible for staff management practices within the Home and for the supervision of staff when on duty.
  • To participate in the recruitment and selection of staff within equality practices/standards.
  • To exercise the designated responsibilities of a Home Manager within the Staff Disciplinary, Grievance and other Staff procedures ie. staff sickness / absence / complaints procedures.
  • To manage staff hours to meet occupancy levels and dependency needs of residents as required and maintaining the right skill mix of staff.
  • To be responsible for the induction and training of all staff and volunteers, including night time staff, and the on-going identification and meeting of staff training and development needs, whilst ensuring mandatory training is delivered.
  • To be responsible for the operation of the staff supervision and staff appraisal systems.  To hold regular staff meetings to ensure good communication and work practices.
  • To play a key role in the overall work of the Council, by attending appropriate meetings, working groups etc.
  • To ensure that all staff adhere to the Christian ethos of the Home (e.g. in terms of language and conduct).
  • To monitor night time staffing arrangements.
  • To be available for on-call at night or as required.
  • To encourage and support volunteers and facilitate the involvement of the Local Support Committee and attend their meetings.
  • To ensure staff comply with their Regulatory Body standards and are appropriately registered.
  • To assist in exercising good and effective leadership in the Home and setting a high standard of quality care by directing the work of the nursing and care staff in accordance with the aims and objectives and Policies & Procedures of the Council for Social Witness, the NMC Code of Practice and NISCC Codes of Practice.
  • To promote and ensure a high standard of care and an atmosphere suitable for meeting the physical, social, emotional and spiritual needs of the residents.
  • To assist in the delegation, supervision and co-ordination of the work of the nursing staff.
  • To liaise with and to assist the medical staff and other professional contacts/multidisciplinary teams in the treatment, direct care giving, wellbeing and safety of residents, ensuring that necessary data is available to medical staff.
  • To comply with clinical procedures in accordance with the Council of Social Witness policies at the time
  • To maintain and promote good personal direct contact with the individual residents.
  • To maintain and promote full communication and co-operation with all persons involved in resident care and resident’s relatives.
  • To be aware of Health and Safety standards in relation to equipment/services in the Home.
  • To be aware of all complaints, taking immediate corrective action and reporting to senior management in accordance with the Council’s policy.
  • To participate in clinical audits to assess the effectiveness of the service provided
  • To accept responsibility for continuing his/her own professional development.

TRAINING DUTIES

  • To actively participate in and support other staff in attaining QCF Awards.
  • To attend and participate in in-service training as needs arise and disseminate training to other staff.
  • To mentor students on placement in the Home
  • To keep updated on developments and techniques in Nursing Care for the overall benefit of the residents.

COMMUNICATIONS

  • To promote and market the Home within the wider Church and the local community by e.g. undertaking or arranging speaking engagements, as appropriate, submitting articles/photos for PCI website/literature i.e. PCI senior members groups, PW groups.
  • To attend and report to the Local Support Committee
  • To report to the Line Manager on a monthly basis and as required.
  • To be responsible for liaison with residents’ families, next of kin and other professional staff involved with the care of the residents.
  • To consult with the catering staff regarding all aspects of the catering service.
  • To identify maintenance requirements in the Home and liaise with maintenance personnel to ensure work is carried out.
  • To communicate with the Care Managers/ Physiotherapists, Occupational Therapists and Speech and Language Therapy staff as required.
  • To deal with general enquiries about the Home.

REGULATORY REQUIREMENTS

  • To ensure staff compliance with PCI/CSW policies and procedures.
  • To liaise with Regulation and Quality Improvement Authority (RQIA) personnel.
  • To ensure compliance with the regulations and standards set by DHSS & PS, RQIA, including Health and Safety requirements including risk assessments and ensure requirements/recommendation are met and adhered to.
  • To ensure quality audits are carried out regularly in all aspects of the service provided ie care/environment/accident.
  • To ensure staff are registered with and comply with NISCC Codes of Practice and that they themselves maintain their registration through Continuous Professional Development.
  • To ensure all safeguarding procedures are adhered o and that good practice in safeguarding is promoted.

ADMINISTRATION AND FINANCIAL

  • To provide and efficient and effective service.
  • To manage the Home within approved budgets and contribute to the budget setting process. 
  • To prepare monthly reports for senior management.
  • To ensure high occupancy levels are maintained.
  • To be responsible for collection of fees, petty cash and for keeping related financial records up-to-date.
  • To ensure all documentation is appropriately completed and meets legislative standards. 
  • To follow financial procedures regarding expenditure and also monitor income/expenditure. 
  • To participate in organising the admission of residents ensuring that other staff are aware of the residents condition and needs.
  • To participate and ensure that correct, up to date and neat records of residents’ care are kept at all times and held securely and confidentially.
  • To assist in the preparation of staff rotas, the checking of time sheets and the completion of salary returns for Head Office as required.
  • To participate in, supervise the custody, administration, recording and maintenance of drug stocks according to the HSSPS regulation and in accordance with your grade of training and UKCC registration.
  • To assist in maintaining careful checks of stock levels of surgical stores, stationery and other stores.
  • To follow Council procedures for the maintenance and repair of equipment.
  • To ensure, when in charge, that all fire appliances are serviceable and checked regularly. Ensure that staff are familiar with actions in the event of a fire and hold periodic drills
  • To be familiar with all the Council’s Policies and Procedures relating to the Home.

PERSONNEL DUTIES

  • To ensure the Home is a safe environment for the residents, staff and visitors alike.
  • To be aware of the Council’s Health and Safety Policy ensuring that related procedures are carried out correctly, report and record all accidents of residents, staff and visitors.
  • To attend fire lectures and be aware of fire procedure in the area of work.
  • To participate in the appraisal/supervision of staff systems within the Home to ensure all aspects of Home life are delivered to a high standard.
  • To help maintain good morale in the Home and promote sound organisation, fair and clear staff relationships and good communication.
  • To be aware of the needs of other staff within the Home referring them to those best able to help whilst maintaining confidences.

ADDITIONAL DUTIES

  • To ensure daily devotions are undertaken, and in particular a Christian Calendar of events i.e. Harvest/Christmas/Easter.
  • To lead or assist with daily devotions in the Home and ensure all residents receive appropriate pastoral care.
  • Ensure high occupancy levels are maintained. 
  • To adjust Service provision to meet the changing needs of residents ie dementia provision.
  • To carry out any other reasonable duties that may be necessary for the proper and efficient running of the Home.
