Excellent opportunity for a Head of Advice & Support Services based in Dungannon

Job Title: Head of Advice & Support Services

Responsible to: STEP Co-ordinator

Duration of position:Initially 2 years with opportunity for extension

Location:STEP Offices, Dungannon with possible outreach to Cookstown & Magherafelt.

Salary: £31,404 – £33,136 NJC Payscales point 35-37 (Depending on Experience & Qualifications) + 3% Pension Contribution 

Hours:  37.5hrs per week. These will normally be worked between 9.00 am and 5.00 pm Mon-Fri. Evening work and weekend work may be required occasionally.

Probationary Period: The probation period for this post is 6 months.

Allowances: Travel and subsistence expenses are paid, in accordance with STEP travel and subsistence policy, when the post holder is absent from the organisation’s premises on the organisation’s business.

Holidays: 36 days inclusive of stat. holidays. (16 days statutory/public holidays as identified in the STEP employee manual and annual leave of 20 working days each year) based on 37.5 hours per week contract

Job Purpose:

  • To contribute to the aims and objectives of STEP by providing effective implementation & quality assurance of STEP person-centred Advice & Support Services
  • To ensure that the values, ethos, & rights -based empowerment & results -based culture of STEP underpins the delivery of our services.
  • To provide leadership and development support to STEP staff and volunteers undertaking advice and support work
  • To contribute the evidence-based learning from service delivery to STEP policy, practice & organisational development and transition.

Key Working Relationships


Senior management staff; service delivery staff; other project staff & volunteers; individuals and families (clients); interpreters and other sessional personnel; volunteers.


Individuals and families partner agencies in voluntary/ community sector; regional networks to which STEP belongs; funders; Statutory Agencies and social work personnel; Private sector personnel.

 Summary of Key Responsibilities of the Post:

  • Provide oversight of implementation of key advice & support activities ensuring effective delivery of services and meaningful outcomes for those availing of our services
  • Provide direct Supervisory management of Advice / Support project co-ordinators and key staff
  • Ensure effective compliance with recording, monitoring and reporting outputs and outcomes.
  • Contribute at appropriate level to the strategic planning of STEP services; project design, advocacy and policy work and income generation.

Personnel Specification: Essential Requirements:


1.An embedded understanding of the impact of poverty and exclusion on individuals and families

2.A working knowledge of N Ireland Policy & Practice in the context of any of the following: Poverty, Welfare, Social Exclusion; Children and Families;

3.An embedded understanding of effective management of staff


4.Two years previous experience as an advice / support services worker

5.Two years previous experience of direct supervisory management of more than three people.

6.Two years’ experience of supervision/ operational management of delivery of two or more service delivery projects simultaneously 

7.Previous experience of undertaking & implementing outcomes-based plans.

8.Previous experience of management of using computer-based recording and monitoring systems (e.g. Advice Pro; Better Futures; Impact Tracker) in project accountability

9.Experience of building purposeful internal and external working relationships to achieve goals

10.Experience of Quality Standards achievement, maintenance and continuing improvement

11.Experience of risk assessment, mitigation and management

12.Experience in role of Safeguarding


13.Equivalency of 5 GCSE subjects including English and Maths

14.Driving licence and access to a car insured for business use

15.Management / Leadership qualification at NVQ level 4 or equivalent

16.Advice qualification at level 3

Desirable Criteria

17.Three years’ experience in management of advice services

18.Experience of Advice in context of Welfare Reform

19.Equivalent of University degree level qualification in Management; Social Care; Social work; Family Support/ Child care;
