Urgent requirement for an experienced T,C,H & Arts Development Officer to join their leading company in Belfast. This is a temporary position with an immediate start Full-time hours: 37 per week Hourly rate of £17.00-17.50 p/h

Job Purpose:

You will be responsible to the Assistant Tourism, Culture and Arts Manager in the development, management, implementation and delivery of Culture Legacy Development Programme. This will include the development of partnerships with other organisations in both the public and private sectors to ensure a strategic and co-ordinated approach to tourism, culture and arts development within the city, assisting in the development of initiatives to deliver to programme targets. As well as engaging in both internal and external stakeholders.

Essential Criteria:

  • Must have a third level qualification in a relevant subject such as tourism management, culture studies, arts management, or equivalent relevant qualification and be able to demonstrate at least one year’s relevant experience in at least three of the following five areas below;
  • Or be able to demonstrate that you have at least two years’ relevant experience in at least three of the following five areas;

– Developing, implementing and evaluating tourism, culture, heritage or arts projects

– Developing and maintaining effective partnerships with a range of key stakeholders in public and private sectors

– Sourcing external funding and ensuring effective management and monitoring of any monies obtained

– Monitoring and evaluating financial support given to external organisations

– Undertaking consumer and desk research on target markets and product development opportunities

  • Excellent communications skills both written and verbal
  • Performance and Resource management skills
  • Experience of working with stakeholders

Main Duties and Responsibilities:

  • Assist in the formulation, management and implementation of comprehensive strategic frameworks for the development, implementation and delivery of the Development Programme
  • Undertake both primary and secondary research to inform investment into the Development Programme; monitoring and reporting on performance on initiatives
  • Deliver a comprehensive range of innovative tourism, arts, culture and heritage projects, small and large scale
  • Ensure appropriate financial and project management and to monitor and evaluate projects under the Development Programme
  • Supervise and manage any staff, that may be assigned, within the post holders sphere of responsibility in line with the procedures and policies including, absence management, disciplinary and grievance procedure
  • Support the promotion to both citizens and visitors through print, web and media
  • Develop relationships with key stakeholders
  • Develop and maintain effective partnership approaches and relationships
  • Assist in the monitoring and management of such budgets
  • Be responsible for the development and management of all associated contract matters within sphere of responsibility
  • Prepare and source external funding
  • Coordinate the assessment, monitoring and evaluation of financial support to tourism, arts and cultural organisations
  • Maintain and develop professional and specialist knowledge and advice management, groups and organisations on activities in tourism, arts, culture and heritage
  • Coordinate the assessment, monitoring and evaluation of activities against corporate, departmental and unit performance indicators and communicate the results as appropriate
  • Prepare reports for senior management
  • Participate in the council’s selection and interview procedure
  • Act in accordance with the departmental policies and procedures including customer care, equal opportunities, health and safety and any legislation
  • Participate in all induction and in-service training
  • Undertake any other relevant duties as required
